Samuel Musser

Samuel Musser has a broad-based experience record in the field of civil engineering. His work history provides a municipal emphasis that has included the specific disciplines of hydrology, hydraulics, roadway design and construction management. This range of applications includes most categories of municipal infrastructure, such as water supply and waste water collection, flood routing and storm water conveyance, utility relocation and the design of street improvements.

Sam has also participated in the design and construction of industrial processing facilities and commercial site development projects.

Mr. Musser has performed numerous engineering studies in addition to authoring three peer-reviewed publications and many other technical reports.  He has participated in product development, and has been active in the deployment of new technology related to civil engineering. He has served on a number of national technical committees for organizations that include the American Association of State Highway and Transportation Officials (AASHTO), the American Society of Civil Engineers (ASCE), the American Society for Testing and Materials (ASTM) and the Transportation Research Board (TRB).

His project management experience has embraced all phases of both design support and construction administration, some projects having a value of over 20 million dollars. Responsibilities have included budget & schedule monitoring, bid & award assistance, QA/QC coordination, contract administration and contractor pay requests. At different time ha has worked on both the contractor side and the agency side of design-build projects.

He has assisted a wide range of clients, large to small, in both the public and private sectors. Under some settings he has represented the technical interests of private developers before regulatory agencies and specifications organizations. Under other settings he has provided technical expertise to the public agencies that regulate private developments.

Mr. Musser is a team player that is also committed to professional responsibility and personal integrity. He is sensitive to the needs of a wide variety of engineering customers and brings a mature focus to the nurturing of win-win relationships.   Some of the more significant projects in which he has participated include:

  • Local street improvement projects for the Town of Colorado City, AZ, in 2003, 2004, 2005, 2009 & 2010.
  • Several neighborhood municipal drainage studies for both the city of Hildale, UT, and the Town of Colorado City, AZ.
  • Reviewed drainage products produced under the FEMA Map Modernization Program for the town of Colorado City, AZ.
  • Site engineering for an 8-acre apartment complex, Northern Lights Development, LLC, Kingman, AZ.
  • Network analysis of culinary water distribution system for Orderville, UT, Quarter Circle H Ranch Development.
  • Western Coal Co., San Juan Units 3 & 4, Farmington, NM. 4,000 TPH capacity, primary & secondary coal crushing, sampling & stockpiling.
